The story of Samar is based on a true life incident that took place in Kull village, Bundelkhand, Madhya Pradesh in the year 1991. The Sarpanch, an uppercaste Thakur, resents the installation of a hand pump in the dalit (backward caste) section of the village. This leads to widespread repression of the dalits by the Sarpanch. When Nathu enters the temple, he is beaten up and publicly humailiated by the Sarpanch, who urinates on his head. When they can bear this no longer, the dalits decide to appeal to the law and actually manage to get the Sarpanch punished. A film unit from Mumbai goes to the village in 1998,  to make a film about this incident. Caste prejudices are also present in the film unit, and interesting parallels emerge.
